No, not necessarly. It usually means that the person has a low self esteem. Many people need to work on feelling good about themselves. Which can be extremely hard if they have had an experience that has truely made them feel uncomfortable, embharresed, teased, or even abused. We had to really work with my son to "look at my eyes", when talking. When he was younger, he was somewhat insecure because of his speech. He has learned to out grow it. He now has great eye contact.

Not really sure but i have come across a couple of people who have done this lately. One was my son's girlfriend and perhaps she was feeling unsure, uncomfortable or intimidated despite the fact that I am not an intimidating person. The other person just could not look me in the eyes although it is getting better. This I have decided is more of a lack of self-esteem. In both cases, they have come from broken backgrounds where there have been missing key persons in their lives such as one of their parents and/or siblings.

Do you know this person very well? If not, it could be shyness. If you do know them well like a spouse/partner then I would think it could either be anger/resentment/guilt. You would know best if the two of you had words about something and they may still be angry or frustrated or .... if everything has been fine in your opinion then it may be guilt about something.
Try to get the person to open up to you and really try not to be judgemental and reiterate that to the person too. The best way to try to resolve this is by talking about it.

Depends on th esituation--if they are averting their eyes, shifting the feet back and forth when standing, perhaps folding their arms across their chest, and mumbling when speaking, it's probably shame. If they are simply holding their head down, it migth be sadness.

Some cultures require that you don't look someone above you in the eye.I guess you need to be more specific.
