Are the numbers assigned according to categories?

It depends on which state or municipality you're in - some restart the numbering with every election (that is, there may be a Prop. 10 this year, but it's completely different than the Prop. 10 from last year), and for some it's a running total (i.e., Prop. 201 is the 201st statewide referendum ever), and for some there's a code of some kind (such as numbering them by the year or legislative session). The numbering is almost always in order of when the proposals received approval to be placed on the ballot.

In Colorado, where I live, statewide referenda get letters ("Referendum G"), and they restart the lettering every so often (I'm not sure if it's annually, or when they run out of letters, or what) and local referenda get numbered.

we have that same issue on the ballot in Ohio and its number 4
