"It ain't that folks don't know things - it's that folks know so many things that just ain't so." Encryption use is not illegal in the USA (at least not yet). What is illegal is export of encryption software and hardware to certain countries. And the encryption of WinRAR isn't terribly strong.

Now, to the question. Asking which encryption software for the PC is the best is like asking which car is the best. It depends on what you need.

If you want to encrypt single files (either locally or in order to send them by e-mail), my personal favorite is PGP. If you want to encrypt a disk volume, use PGPDisk or TrueCrypt. If you want to have an encrypted (or password-protected) folder, use Microsoft's My Private Folder. If you want to encrypt e-mail, the answer depends on which particular e-mail client you use - some of them have plug-ins that allow them to interoperate with PGP for message encryption.

Well, the only good ones are illegal for operation in the US, Because the USG cannot decrypt them. (Hope this helps).
