I was once asked by the interviewer like that but it sounded more like "What would you do if in your work place you have a conflict with one of co-workers, how would you handle the conflict?"

I answered it,"If I have a conflict with one of my co-workers I would confront him/her to resolve the conflict. And if it still doesn't get resolve then I will have to bring in our immediate supervisor to talk to us both. I would rather have it done that way than to keep my silence and let the issue get worsen."

Recently, I have an issue with one of my co-workers and what I did I tried to talk to her but she didn't want to talk to me so I had to talk to our managers and from there the issue was resolve. But occasionally she would still say bad things about me.

When asked, just explain that even though it was difficult to work in this position (never mention the person directly) I managed to stay above the turmoil and get my job done. If you start taking "shots" at who you worked for you will never get the new job as you will be thought of as a "problem worker." Just leave it at a difficult position that you handled and handled well. As for the phone reference, just explain that your old employer has a stressfull job and can be hard to talk to. The interviewer will appreciate (and will understand that this person is a jerk after talking to them because you have been so nice and understanding) this as you may come to work for them and they may someday be in the same position.
