A cashier in a grocery store, maybe start off like that for atleast a year or two. Then look for another job like an Admin. Assistant or Clerical/Office Assistant.
Bank Teller earn 8/H.

Probably the highest paying job w/o work experience would be a waitress at a high end type of restaurant because usually tips will be very good. Good Luck!

waiting/waitressing -- if youre nice, smile, and remember orders, you can make like 15 - 20/hr.
also.. depending on the state, but most bank tellers don't make 11/h.. it's about 8/hr

There's not really any(that I know of) job that is high paying for someone with no work experience. Probably best bet, for me, would be fast food. But that's just me.
