The government has the duty to provide employment oppurtunities to its people as enshrined in the constitution. However, there is difficulty in enforcing this duty because people must contribute on this problem. Thus, the people and the government must work hand in hand to solve the problem of unemployment.

I think in certain situations that it does. For example, if it is an emergency situation (abusive spouse) or something like that they will help you find a place. They also do it for daycare too I believe.

its the canadian governments job to protect the canadian people - since im not a canadian i dont know exactly what kind of political philosophy they've adopted.

personally, i dont think a govt needs to do any of those things, but it should do its best to create an economic environment that makes those things possible.

If you believe any political party's election promises - the answer to your question is "yes".
Ideally yes, practically no - the job is government is evidently to expand and to perpetuate itself.
Anything else is incidental.
