if your light is on all the time then that means that the cable connecting the cd drive with the motherboard is backwards. switch it around and try again .. There should be a red stripe on the cable indicating pin number 1. Line that up with the connection on the cd drive and moderboard controller. You can also try to flash the drive
Check your CD drive manual. If you dont have a manual search for it online. Go to the manufacturers website.

The drive, the driver, or the mother board may have a problem. If the light is lighting, then there is power to the drive. If the light stops or is out, when the drive has no disk in it, then it is trying to read the disk.
You might try to update the driver. You can go to hardware profile for the drive and update the driver or roll back to a previous driver. If updating the driver doesn't work you might want to try changing the drive. CD-ROM drives are fairly inexpensive. You might even upgrade to a DVD-ROM. Have somebody who knows what they are doing do the work as you'll also need to install the new driver.

What?
It's not even possible to put the drive ribbon on backwards. You'd HAVE to totally cut away plastic parts to make it fit.
It could be many things. Try cleaning it with a laser lens cleaner first. Do make sure that the drive ribbon and power connector are completely connected too. Drives do go bad too.
