You need an account with administrative privileges. Go to Start menu > Control Panel > Add/Remove Programs..> on the left side, click "Add/Remove Windows Components" > scroll down to Internet Explorer and make sure to check it > [Next] > follow the directions > Reboot. To get back IE 6, go to Start menu > Help and Support > System Restore > Restore my computer to an earlier time > pick a time before installing IE 7 > Restore > follow the directions > Reboot.

Also, ignore the warnings and when Windows updates, do not let it re install it. IE7 is a "mandatory" update but there is this free addon that disables the update. Just Yahoo "disable IE7" and you will see it.
PS. If you aren't already using it, get Firefox.
