I'm 27, and I still dress up every year. It's a big thing in my area, and there are a ton of adult costume parties at the bars and clubs.
However, I do have a great excuse to dress up now; I take my two little ones trick or treating :-)

It is not that people don't dress up it is that they are too lazy or you are hanging out with the wrong group of friends.
So what's a little creativity? With all the costume stores available these days you don't even need to be creative. They have people to do that for you.
Are you having a party or is there a gathering of some sort? Then offer prizes. People will do anything for something free.

im over the age of 13 and in florida its not celebrated except really at the amusement parks and its crowded and cost to much

well here in pulaski it is illegal for anyone over 16 to dressup out in public. we aren't allowed to do anything here anymore.
