do you have the right oil to gas ratio mixed? the right oil? Is the spark white or just yellow? lack of strong spark might be a weakened magnet in the flywheel. Check and clean the air filter if needed.

How do you know that it is getting gas? Do you smell fuel, is your plug wet? 9 times out of 10, small engine problems can be traced back to the carb. If this thing has sat for awhile, the carb is no doubt full of varnish. Fuel passages clog up, or restrict, and you won't get enough fuel. Squirt a little carb cleaner into the carb opening and pull the starter, if it spits and pops, you will need to rebuild the carb. Find a small engine shop, take the carb with you, and get a kit. Replace all the parts with the new ones that come in the kit, readjust your high/low screws, and go nuts. If you need a walkthrough on the carb rebuild, shoot me a message (just tell me what kind of carb it is, Zama, Walbro, Tillotson, etc.)

carb on these really small engines are kinda junky. mostly what happens is too much gas. take the plug out and pull the starter rope lots of times, dry off the plug and see if you get a pop. then all you can do is pull until it runs. Pretty sure its flooded. I've had lots of trouble with that. Assuming of course that you have compression.

Clean the air filter! I see so many people with chains saws and other lawn implements stand there all day trying to start the thing and the air filter is plugged solid! Gasoline engines require gas, air, and spark to run. If you don't have one of them, it won't run!
I worked on construction for many years and believe me we used a ton of small engine tools. I saw it so many times! And don't be cheap and clean a plug! Break down and spend $3 for a NEW one!

Replace the plug. OFTEN, (used) plugs will fire that way, but when installed and under pressure of compression, they will NOT fire, or will be weak.

If the engine got too hot, it may have "seized" the piston, and will have to be rebuilt.

Run compression check. If it is low she is shot.
