Food banks localize the problem. Families, social groups, communities, cities, state, etc take care of themselves.

The government has been waging a "war on poverty" since the mid 1960's...it's counter-productive...all it's done is stifle the growth of the people who work for a living...and provide a feeling of entitlement in those that do not feel like working. The politicians...on both sides...use the poverty programs to generate votes...and stay in power. If they actually were able...in spite of human nature, to "cure" poverty, they would lose their constituencies. That would be unacceptable to the same crowd that draws such misshapen congressional district maps.
The Government has no money of it's own...it is a cancer...taking mine, and using it to promote itself. It has absolutely no intention...and no obligation to fix any social issue.
