Well usually the difference between assassination and murder is that an assassin is a hired killer, while a murderer is usually a lone person acting out of passion. So you could say anyone who is killed by a stranger who was hired has been assassinated, even if they are not terribly important.

I believe people who are in public office are assasinated and "normal" people are assasinated
