The Armed Forces of the United States are still in Afghanistan looking for Osama and the CIA is still operating overseas and
President George W. Bush has not cut and run from looking for
Osama.

Bush is the one that wants Osama. I think you wrote the question wrong. It was Clinton that did not want Osama, even after the attacks on the World Trade Center in the early 90's. WE are still looking for Osama.

i believe after the thought process went forward someone pointed out that killing folks on a one on one basis would begin personal attacks against americans maybe even leaders so he pulled back the CIA in the areas that Osama was in hiding,, when we had the chance to kill him,, or he needs a boogyman to keep pumping money into the hands of his supporters and family
