There have been several TSBs about this problem. Go to the dealer and buy two tail light housing gaskets, remove the housings, clean off the old gaskets if they stick and install the new ones. If you are not comfortable with this, take the car to a reputable place and have the new gaskets installed. An auto glass shop could also do this, as well as a body shop. Hopefully this will solve your problem.

I would say if after all that you don't know why I have a simple way to check this out.
Just stay in the car when it rains. It might be from the door. I had a car that got wet carpet in rain & it was from bad weatherstripping around the door.

i have owned a 98 neon 4 door no sunroof.... leaked and squishy in the back seat floor area..check in the trunk area mine was usually soaked under the soare tire area.. seemed to me to leak in at the tail lights and run into the trunk and backseat area there.... was not able to seal it out except by lowering the lil trunk adjustments. that seemed to work a little bit.

it can possibly leak from the cowl area, where the vent gets its air suppy from, trash can collect there and cause leaks
