I've lived and travelled in third-world countries since I was a baby. Although it's more difficult, you can still do it.
A seven-month old will definitely give you restrictions on how much fun you can have, since she'll have needs you have to attend to, but you can still enjoy your time there!
Be sure to take lots of cereal/baby formula/things she can eat that's pre-packaged. If you're staying at a hotel, you'll have all sorts of foods available to you, but don't give her any raw veggies. Peel all fruits, and make sure you only drink bottled water. Many foreigners get the stomach bug when travelling down south. It's an inconvenience for adults, but for babies it can be life-threatening, so be sure to only give her foods you know aren't contaminated.
Other than that, have fun!

Been to Cuba five times and seen many families bring newborns. I would hope that your baby has had all its needles though. Enjoy.
