Debrox, olive oil, and mineral oil all are effective and do the same thing. They dissolve ear wax.
Agree that putting things in the ear leaves you vulnerable to packing the wax in, then you are left with instilling this solution and putting a bit of cotton just at the outlet to collect the melted wax as often as is necessary.
Cautions:
Some wax is protective, so decide if it is really a needed thing to do.
An ear with a perforated eardrum should never have oil put in it as it can cause problems.

There is a product called "Debrox" which you can get without a prescription. You instill a couple of drops in the effected ear while the child lays still with the ear up (that could be a problem). Wait a few minutes, then have the child get up with a tissue over his ear. The wax should come out with the solution. You may have to do this more than once.
Good luck.

Put some cotton wool in a warm drop of olive oil and leave it in his ear over nigh. It'll soften it and be easy to remove. He's too young for cotton buds in his ears it'll only shove in the wax further
