If she is under 18 or still living at home, then she needs to follow the rules. No sneaking out, no lying to her mom about where she's been if she was with him. If she does that, then she will have broken the trust that her mom may have in her and it won't be easy to get that trust back.
First - it depends on the age of your friend and the age of the guy.
Maybe her mom will let her have the guy over for the evening sometime when the parents are home. Maybe her mom just needs to get to know the guy.
Maybe the mom knows something about him that your friend either doesn't know or doesn't want to see. Her mom could have some very valid reasons for not allowing her to date the guy.

tell her that if she is living at home, and her parents pay for her food and her clothes and have the legal responsibility to care for her, that she has a responsibility to follow their rules
tell her that she will be on her own soon enough and then she will make the house rules that apply just to herself
tell her that someday she may be a mother responsible for a teenage daughter and that then she will have to make the rules for the household that apply to that daughter
mothers are older and usually wiser than their children
tell your friend never to ingore her mother's advice, even if she decides not to take the advice, at least think about it carefully
mothers rules are almost always intended to help the child not hurt them
tell your friend to discuss it with her mother and try to work out a way for her to see this boy
maybe if she met the kid she might see it differently
maybe the boy could come over for dinner, maybe the mother and daughter can work something out (her mother is just trying to help and protect her after all)
do not listen to the silly nonsense answers you will get from many young posters who simply do not understand and give you advice like "tell her to date him anyway no matter who or what he is and no matter what her mother says"
that is obviously crazy talk

tell her to try 2 know why her mother dont want her 2 go with this dude mabe the mother c something on this guy or know somthing if the reason of the mother is strong then she must listen 2 her mom and if not go out with him

If Mom said "no" its "NO". There is a reason she said it. A reason that she went to this extreme. Dont do anything that could possibly hurt your friend. There is a reason Mom said it.
You can tell your friend you relate to the total lack of understanding parents have. But dont encourage her to go against her parents. Mom loves her and is looking out for the best interests of her child.
