Poor argument structure. Doesn't present relevant evidence. Based on questionable theoretical foundations. It depends on the article, and it depends what the critic knows about the topic of the article, as well as their biases.

Because there are not enough facts to support your argument. If it's a paper you are writing, you should use references (articles, books, etc.) that reinforce your assertion.

That person has not understood (lacks perception)
That person is not interested.
That person finds his deepest fears spelled out and refutes it !
..... well, stop at three reasons, just what is asked for!
