If I understand your question correctly, this is a huge subject. People write books about such topics.

You need to start by breaking down the various processes of HR, then measure each process separately.

For example, the hiring process
- how many hours spent on hiring someone
- how effective were the marketing for your company's job openings
- etc

Employee retention
- how responsive is the HR dept in answering employee's question
- how many employee leave the company because there aren't adequat employee benefits
- etc

Check out http://www.shrm.org/, Society of Human Resource Management for some good resources.

Best wishes.

How well you do your job
Rather or not you are on-time/tardy
Your Attendance
How well you work w/others
Rather or not you are a team leader
Are you dependable
Your Attitude(rather you accept directions/or are you insubordinate)
Your Appearance
Would your work(job performance be acceptable, impressive)
Are you Flexible, willing to work overtime. Many companies look at a verities of things, But it all depends on that Boss,HEAD MAN/WOMEN IN CHARGE, Some boss are not all that critical it all depends. Take care
