What did Trumen mean when he said that?
And if you think he didn't say that you Americans know even less then I thought..=S

MAybe he was commenting on the assumption that a government in which the people have a voice and some control is not efficient. Efficient means performing or functioning in the best possible manner with the least waste of time and effort. When you have a Republic, there is a lot of time "wasted" in debating and voting. Whereas in a dictatorship the supreme ruler can just make decisions in the ways he sees fit.

There are three things that we expect out of our government. Efficiency, Competency, and responsiveness. It absolutely impossible for our government to be more than one of these at the same time.

This system was not set up to be efficient it was set up to be slow and deliberate. During times of crisis the Executive Branch takes on more power than is enumerated to them. It has happened during wars and times of depression. This is done so that the decision making process by-passes the slow and deliberate part and lives are saved.

Read a book by Clinton Rossiter called, "Constitutional Dictatorship" he explains this theory in detail.

Dictators made efficient governments because there are no oppositionists in the implementation of the laws. However, if power is abused, freedom of the people is lost and money will flow into the account of the dictator.
