Maybe, but it would be cost prohibitive. The simplest way would be to transmit a corresponding frequency (430 MHz) in the direction of the speed gun. It would be unable to properly doppler the vehicle.

it could...but be ready to pay a HEFTY price for something like that...anyways its just an experiment...if it does end up working only the military will utilize the cloak
