TV is the best way prevent people .. Imagine you got a siren only ... what does it mean stay at home leave the place ?
That's complicated ..
At the TV you can give plenty of information and people know where comes from the phenomenom.

the main difference between a tsunami and a hurricane is you can monitor the build up of the hurricane and forecast more or less its trajectory.

A tsunami is generated by sub marine earth quake and once created are progressing very quickly (few minutes to hit ground)
and if you got a siren you know where come from the danger .. from the ocean...

I live on the Gulf Coast and was in Hurricane Katrina. Most of the weather we see on the news is generated by radar or from the Hurricane Chaser teams that actually fly into the storm to gage it's strength and direction. This is the 6 or 7th hurricane I've been in during my life. I can say that sometimes, the weather predictions are dead wrong. God only knows where the thing will make landfall. Godloveya.

Before Satellites and all the fancy technology, the indians that use to live in South Florida use to notice all the wildlife disappear a day or so before the storm. There would be no birds in the sky, and no animals on the ground.

Now days the national hurricane center gives all the information needed to prepare for a hurricane.

immediate evacuation will be posted on all weather channels . The sheriffs dept will notify everyone living in mobile homes and the elderly where ever they are living.. A siren will be going all through town closest to the hurricane . Sheriffs dept . will call residents by phone telling of immediate evacuation if necessary and will state if the hurricane is a cause to evacuate immediately.... Some television channels will tell of the hurricane and what it is doing and if any emergency is needed to evacuate, radio stations do the same ..

Scientists use radar to detect those hurricanes. The weather man can also use their devices to detect hurricanes. :<)They use all types of communications that they can like: radio,TV, or the internet.
