your digitizer is defective or out of sync.
2 ways to find out, if you use the stylus and tap on the screen, does it do anything? if not, then your digitize is broken.
If it does do anything, but not the application or function that you want, you can do a reset and re-align the digitizer, if it will not work, then you need a third party application, such as digitizer [freeware] that you can download from www.palmgear.com, install, reset and it will try to fix the digitizer, caveat, every once in a while you may have to do this.
Finally, the best solution, if it is still under warranty, call Palm tech support, they will fix it for you, if out of warranty, it will depend on what model you are using, if pre Zire/Tungsten, not worth to have digitizer replace, you might as well buy a new one.
One more thing, there is a website that do replacement or digitizer, don't know the quality of service, haven't tried it.

You probably have touchscreen disabled.
Go into your palm and check your preferences settings.

Probably has touchscreen broken, I am not aware of software that disables touchscreen input.

sync with your computer first.
try soft reset
try hard reset
if both don't work then your digitizer is toast.
If your handy, you can buy a replacement and fix it yourself.
