Are you referring to the Christmas light balls that people hang outside? I found the directions here:

KISSING BALL
6" Styrofoam Ball
Medicine Cups (available from a medical supply store)
3" corsage pins (pearl top)
gold balls with hole through center (or any color you choose)
Pipe Cleaner
Glitter
White Glue
Red Ribbon or Cord
Mistletoe or greenery

Hmm.. never heard of kissingballs made out of plastic cups. normally they are a Styrofoam ball with flowers pinned to them.
