Wow that's a tough one I would say the best thing to use would be a spay adhesive. You spray both surfaces and let it get tacky then put them together. Most of the spray adhesives found at the store are rubber cement. I wouldn't recommend anything else because all other glues would either be to thick or to runny and there dry time is to long you would have to buld a jig to hold them on the wall. Good luck

the problem probably lies in serf ace prep. Sand the wall wash it then try. If that get a can of brush on contact adhesive & apply it to both the wall & the back of the tile. Be careful once it touches it's there & you'll have to tare it apart to get it off.

It sounds like you are trying to cover up an old problem (painted tiles?) any way what I did was to rip up a marble pattern (any pattern that wouldn't look wierd turned in any direction),wallpaper into triangular strips. I used prepasted paper and dipped the pieces into a mixture of water and waterbased polyuerethane then stuck them to the wall in an all over random pattern. Like a collage. It ended up solving my problem and people loved it. I used it as the backsplash in the kitchen so I coated it with about 8 coats of the polyurethane which made it so easy to clean I wouldn't want anything else.

it depends on whats on the walls. certain paint or certain texture would probably not let tiles stick. i never treied to stick them sticky tiles on a wall before. but sometimes they wont even stick on the floor and you probably get the glue made for vynle flooring i forgot what the name of it is but they sell it at homedepot or at any hardware store. but i think its also an oil based product not sure.
other than that ask someone in the flooring section in any hardware store. they ,might give better advises than me.

They aren't meant for the wall. Buy ceramic wall tile. Or remove everything and re-sheetrock, spackle, and paint.
