You can't. Think of it like the "Highlander"... "There can be only one".
You can create and manage separate partitions with a program like Partition Magic.

you can't install XP and linux on the same partition, but may be you meant on the same hard disk. so if yes, you need to make 2 partitions, the first one is NTFS(or FAT 32 as you want) and the second EXT3, then install win XP and after this install Linux.
i'd recomend to use disk director to make windows and linux partitions, also it insludes an utility - os selector, which can help you to manage boot sequence automatically, so you won't need to bother on how to adjust it.

If you are trying to share files between the two you can create a fat32 partition as both OS's can read and write to this. However as others have said, the OS's must remain separate
