I once went out wearing a T-shirt and jeans. They were a bit torn up, covered with dust. I glued fake bits of broken glass (the fake kind used in movies) to my head and clothes, along with a few bits of wooden lath broken up. I had some fake blood coming from where the glass was supposed to be sticking out from my forehead, and I staggered around acting dazed.
I was an earthquake victim!
Cheap, and funny!
Or, on the other end of the spectrum, if you wanna look really good, cool, and slick, get yourself all cleaned-up, style your hair nicely, and wear a Starfleet uniform from Star Trek The Next Generation. They're not too expensive, and are always a hit!

I use this costume as a back -up. I am not really into dressing up for Halloween, but this is easy and cheap.
Get a hard hat, red reflector vest and tool belt. All of these are fairly inexpensive at places like Home Depot or Lowes. You can wear jeans and flannel shirt. Go as a construction worker or a person who works on the roads. All you will need are some red cones!
It's easy to do, cheap and comfortable to wear all day.

Go as The Cavity Creep. Hot Glue all kinds of candy to a garment that you definitely don't mind ruining. Buy a pair of Billy Bob teeth, since they look kind of rotten. Put licorice twist in your hair or on a wig.
Pontius Pilate aka Pontius Pilot. Wear a toga, aviator sunglasses, and if you can find a pilot's helmet, especially the old leather type. Definitely have to have a Wings pin on.

Try being a gift bag. Get a large cardboard box and decorate the outside with wrapping paper. Then just attach fancy braided rope that you can buy in any hobby or craft store for handles. Stuff large amounts of tissue paper in around you, with lots of sprinkle in your hair - my daughter used that idea a few years back and it was a real hit. A pair of tights takes care of covering your legs.

U should make a kissing booth costume. Plus it's easy to make. All u need is a box and markers or paint.

a sheet w/ eyes and a mouth and decorate it w/ stuff(sequins, buttons, eyes, pompoms, etc)

you could be a old scary guy and have one of your friends dress up like a retard and have him on a leash and walk around and he is actimg like your pet
