do you both have to be there to file for a marriage license or can one of you do it wile the other is at work

i do know there are no blood test in WVa,but i don't know if both of us have to be there ,please help

I would think in any state, you both have to be present to fill out the paperwork and sign your name as well as submit to a blood test.

Yes, you both have to be there with picture I.D, birth certificate, and so on. No there is no requirement for blood work.
