You mean all of our diplomatic efforts... in the entire world? That's a pretty big question.

We aren't at war with every country on earth that has been negatively affected by U.S. diplomacy, so yes. If it wasn't working, many countries would be at war right now instead of at talks.

I would consider them to be quite effective if we were able to get China to agree to inspections of goods traversing their border.
