Basically because they don't want to do what the thing they are procrastinating is. I mean, do you procrastinate when you really have a sincere passion for something that is authentically coming from your gut and soul-NO! It is always a form of resistance to something that some part of you is rebelling against because it either feels imposing, thrust upon you by someone else, by society, etc. (we are too often shamed into being someone we are not) or you feel frightened by it, overwhelmed by it, and a bunch of other uncomfortable sensations.

I am a master procrastinator myself. I am incredibly ingenious at finding ways to waster time.
I have to the conclusion we procrastinate only when we have something truly important to do, something that we feel we could really invest ourselves in. But because we are afraid of failing at such an important task, it is more secure to waste time at meaningless tasks and never risk to undertake that one task which we feel truly needs doing. Those little time-wasters ask nothing of us and do not require that we confront out deepest fears and doubts. The more important thing we need to do is frightening, because failure at that would be emotionally costly. So it is better to put it off and not risk it.
This attitude it, of course, self-defeating and one may see one's whole life pass one by in a meaningless series of acts of procrastination.
Carpe Diem.
This said, I am closing the Internet and going back to work on my novel.

Because things we NEED to do are often tedious or hard, and we are bored or scared by them. People want excitement and to be comfortable-- you don't get that with the things most people put off.
