Go as Magenta from The Rocky Horror Show she's halloweeny and a bit burlesque or you could go as Dita von Teese for the same reasons - if you have a date (or if you're a guy) they could be Marilyn Mansun - pretty scary pair!! Another idea is to be the Absynthe fairy - get urself some green wings and a bottle of the pink stuff and ur good to go :)

The costume for Moulin Rouge the movie, I believe was loosely based on Venice Carnival. This is also the theme of one of Nicole Kidman's other films - Eyes Wide Shut. If you think about a sexy masked ball then you are on the right track. This would also tie in your halloween theme with the mask.
The Moulin Rouge itself was known as Baroque dancing which is can-can dancing with an erotic theme. Think feathers, stockings and lots of red.
The dress is similar to what the prostitutes wear in Les Misarables musical - faded opulance and fascination.

Oh that's cool I'm turning 13 on November 12th! I personally like the Halloween theme cause it is October and Halloween is in October. Or maybe you could do Halloween theme this year and 80's theme next year! Hope your party turns out great! Happy Birthday! :)

Dress as The Duke and sing Like A Virgin with a friend dressed as Harry Ziggler.
You'd have to get that creepy way the Duke sings down though. Uuuhhhhh it's delightfully ooky.
