That would be like prosecuting someone for possessing hives, if he was afflicted with hives. Drug addicts have a sick, irresistible compulsion which in many cases can be treated.
For dealers however, for a specific number of convictions I wouldn't oppose the death penalty. They are after all, guilty of attempted murder with every sale, in many cases several counts.
Incidentally, there is a spell check function associated with this program to save one the embarrassment of a misspelling in the commission of asking a pompous and ridiculous question.

It doesn't deter commission of crime now, I doubt it would deter possession of illegal drugs. If you think it is expensive to keep them in prisons, imagine how expensive it will be to keep them all on death row...
