I don't think either Jenson Button or Takuma Sato are over-rated, but they are over-hyped. Juan Pablo Montoya certainly was both over-rated and over-hyped and he seems to be stuck at seven:
F3000 1997 & 1998 - A total of seven wins.
CART 1999 - Seven wins and seven poles.
CART 2000 - Seven poles.
F1 2001 to 2006 - A total of seven wins (four with Williams and three with McLaren) from 95 races.
F1 2002 - Seven poles.

Sato.
Villeneuve destroyed his career driving for BAR / Honda & proved his loyalty by turning down a drive with Forsythe / Indeck for a year cuz he said BAR was his team & he would stay with them. That year Paul Tracy won the championship for Forsythe / Indeck while Honda got BAR to repay Villeneuves loyalty by dumping him from the team without warning so they could give his car to Sato for the Japanese Grand Prix. Now after a few years of proving he can't make it in F1 Honda had to replace Sato so what do they do ? They basicly bought a 2nd team so he could still drive in F1. How much money can you spend on a bad driver ?

I think that ratings are decided by positions and points. Who's ratings are we talking about' Each driver is highly rated in his own country, but internationally the ratings are fair.

Jenson Button. He's a God in England and his career isn't that amazing. IMO, Coulthard's much better than him and he's not half as popular as Button.
