Cheapest ways:
1) clean any spyware and viruses off of it. There are free programs for these things (ad-aware, spybot, AVG).
2) defrag your hard drive weekly.
3) don't run multiple IM clients at the same time.
4) If you're using a wireless network, make sure nobody else can steal its bandwidth. Use WEP to cut down on people scamming your signal.

http://www.ccleaner.com/ < go there and also get rid of any toolbars you don't need... the program is free and works wonders... you should see good results after running it and rebooting... your PC should pick up speed ... also if you don't have a spyware cleaning program I recommend SPY SWEEPER by webroot... (it cost about $30)works well... its essential to keep spyware off your PC .

~ Then select the startup on the tab, make sure you disable all...
~ Then restart
~ Or if this doesn't speed it up; backup all your files then reinstall...
