Nope they are not required to notify you. Your child was not in danger.

In all fairness, the school do not have the resources or man power to inform every parent about such situation. You can also look at it as a confidentiality matter if they told all the parents- the person affected might feel the same way you do right now and might want to sue the school for disclosing such information. You do have a right to know when things directly afftect you, but in this situation- the school might be thinking about avoiding a law suit. You might want to ask the school about their policies on drugs and how they keep parents informed about situation like this.

You think the school should personally notify you EVERY time a kid is caught with drugs???
Hello lady! This is the real world and guess what...
KIDS ARE DOING DRUGS! A LOT OF KIDS AND A LOT OF DRUGS.
It has been this way for many, many years.

You do not have to be notified. Would you really want the whole school to know if it was your child that was expelled for drugs? I wouldn't.

There nothing you can do.
What you should be doing is talking to your kids about drugs and what affect it haves on people. Take this as an opportunity to talk to them about drugs. Don't rely on our schools to teach our student everything there are some things as parents we should be doing on our own.

go talk to the principle. if that doesn't work then go to the next school meeting with the big honchos. raise some hell about it.
