It's a hint meant to send someone in a different direction. It can also mean a meaningless statement made to cloud the issue by pointing out something that has nothing to do with the topic at hand.

A "red herring" is a term applied to a fake of some kind designed to fool someone. On multiple choice questions, one answer is right and the other three are "red herrings." Another example is putting an out of order sign on something you don't want people using.
