wait till she is fully grown, about a year? the main thing to know is that she will let you and your male chameleon know if she is ready, by turning a pinkish tan color when she sees him. if she shows any aggression and turns dark, she's not ready and you'll have to remove her or there may be a fight.
important to make sure she seems really healthy before you try because once inseminated she will lay possibly 3 (!!) clutches of eggs in the next year (they save sperm inside their bodies and become gravid- or ready to lay eggs- 3 times on one mating.) this really can take a toll on her health to make all those babies- if you make a baby machine out of her she will die...

if you meant how long again after her first batch, i would wait at least a year and fatten her up. include waxworms tomato worms(not wild caught) and maybe even rarely a pinkie mouse to her regular diet.

Not exactly sure, but oysters and merlot speed up the process dramatically.
