I'm interested in what the original rationale was for using saline solution in IVs as well as when medication via IVs began.

Saline or normal saline solution (NSS), is an isotonic solution meaning it is close to the bodys natural ph so the body will accept it and there for it is easier to to cross the celluar membrane, also it does not react with most IV drugs that would need to be diluted or mixed for other reasons, most common form is 0.9% sodium chloride (salt) in water.

I don't know when IVs began but saline is just pure salt water used to keep the body hydrated.

Women ! Here is an excerpt.
----------------
A variety of medical instruments and devices were invented and patented by women during the nineteenth century, including sterilization techniques and devices, medical beds and chairs, field ambulances and stretchers, splints, and an improved speculum. The modern intravenous drip was developed by a team which included Justine Wanger, who worked during the first half of this century. She also helped develop resuscitation techniques for victims of electric shock, and cryogenic therapy to destroy cancer cells.
