how many words per minutes must you read to be concederd "able to read"
what if you are older the 9th grade and you read at a 1st or 2nd grade level, does that make you illiterate? basically waht does illiterate mean? does it change from person to person?

In my district kindergartners should have a sight word list of about 50 words.
Functional illiterate is another term which could apply to someone who read on a 1 or 2 grade level because the ability to read applications, directions, pamphlets, manuals and other information in LIFE would be severely limited. They have difficulty functioning in a job which requires reading.

to sum this up if you are in first grade and are reading at that level you are not illiterate, if you are in 8th grade and still reading at that level you have literacy issues and need to seek help.
Once you get how to read then doing it is the only thing that will help you improve. It is not having the tools to read that makes you illiterate in my opinion.

When first graders walk into the door of their classroom for the first day, they are illiterate... but, then hopefully, by the end of the year they learned to read and aren't illiterate anymore.

And I think when you speak of "levels" that means reading comprehension. Like if you read perfectly fine but can't understand a word.

If you can read anything you are not illiterate. If you are 20 and read on a first grade level you simply read on a first grade level. Your not illiterate. Illiterate means you can not read at all.

illiterate means that you cannot read, or are not very good. 1st graders are not illiterate. They read on a 1st grade level. When I was in 1st grade I read on a 5th grade level. They are 100% not illiterate. Are you having this problem? If you are you may have dislexia[sp?]
