It means "without much fuss or emotion" or "cool, calm, and collected". It's often used to express situations in which you expected a different reaction. Like let's say your significant other breaks up with you. One would expect you'd be emotional and anything but calm. But let's say you look them in the face without so much of a blink of an eye and say, "Ok. That's cool" and walk away. That is nonchalance.
