In UK law, if the seller was not selling in the course of a business then you do not enjoy the protection of consumer law.

The only redress I can see would be if the seller knowingly acted dishonestly. This might allow for a case of obtaining a pecuniary advantage by deception. This is contrary to the Theft Act, If the buyer was not of a capacity to make an informed decision at the time the sale was made.

An action in tort or contract law could be costly, especially if you loose, so I would personally let the police handle it.

Consult a solicitor.

Good luck.

No you made a contract and completed it. If at the time you wished to pay 20k then unless the seller deliberately misled you that contract is complete

I think that is what is called a "sucker". You decided what you thought it was worth when you bought it. It doesn't matter what the actual worth to anyone else was (unless they TOLD you it was worth a certain amount based on some kind of authority on the subject - false advertising. It doesn't matter what they told you they THOUGHT it was worth.)
