Use those big craft sticks that look like tongue depressers. Using card stock paper, cut out the shapes you want; animals, leaves, cars, anything. Glue the shape onto the stick.

I recently saw fans that were given out as favor at a wedding. They were very simple in style, but of course for a wedding they had a pretty picture and a poem on them. Basic design was a cardboard rectangle with rounded corners, with a wide popsicle stick for a handle.
