Just finished looking at the same dilemma today. It doesn't work unless you take out the toilet. Same thing with medicine cabinets if you have them. Do it the right way and remove everything you can first it will save you time later. You just can't get behind far enough to remove it all. Good luck!

Close the valve to which the toilet water supply is attached. Disconnect the supply. Flush the toilet. Soak up the water remaining in the tank with an old towel. Remove the tank. Remove the wallpaper using Jif remover and a Paper Tiger (purchase at home improvement or hardware store).

Remove the tank-- you can remove the whole toilet but then you need to reinstall the toilet with new wax ring and probably the bolts securing it to the floor

It would probably be better to just remove the tank. Just turn off the water valves and flush out the water. Then most tanks will unbolt. remember to replace the rubber gaskets on the bolts when you put it back together.

It may be easier and cheaper to remove the entire toilet. A new wax seal can be found almost anywhere. You'll have full access to the wall with nothing at all in the way.

All I did (to make it easy) was to saturate the wall behind the tank with a wet rag on the end of a wooden spoon...after it was wet...the wallpaper was easy to tear off. Put a damp rag on the spoon again to wipe of the residue left on the wall...put a dry rag on the end of the towel to dry the area.

just remove the tank, turn off water supply valve, flush tank which will take remaining water out of tank, unbolt and take off, remember when reinstalling the tank not to forget rubber washers and tighten don't over do it, it'll crack (i know i was blue for days)

you might try using some kind of steam . The moisture will work under the wal paper making it easy to peel off. but before you use the steam you may want to score the face of the wall paper, mkaing tiny hole in ti to help the steam get through.
