A disability is something that you can not control. If the reason why you can not read is because of a mental / learning illness, then maybe it could be considered a handicap. But if you are just to lazy to learn, then no.
And I don't think they give handicap stickers to people unless they have PHYSICAL disabilities, hindering their ability to walk from the back of the parking lot.

Last time I read the "American With Disabilities" law, there was no mention of illiteracy being a disability.
Sad to say, being illiterate in today's world renders one disabled but the disability is CURE-ABLE.
And there are plenty of free places that help adults learn to read.

If you are illiterate, how did you write the question and how will you read the answer?
It it's not you, then help that person to read.
Iliteracy is not a handicap, per se, since it can be "cured" any time the person wants to learn.
Also, since a person has to be able to read to drive, they don't need a hanicap sticker if they can't.

As you are able to type the question, I might assume the illiterate person is not you. And, although illiteracy is a serious handicap, it is not a disability because the person can learn to read. A disabled person (like blind or can't walk) can not learn to see or walk.

due diligence first applies in this answer, if its not just being unable, but unwilling to apply yourself, or seek the necessary assistance to learn how to read. How can you have a disability when you can talk, walk, sleep, eat, run, write, read signs ( such as red for stop, and green for go ) learn to read and forget the sticker you will be better off.

The only why it may qualify as a disability is Dyslexia. And even with Dyslexia you can learn to read. I have and so does my Daughter. its makes things harder but you still can do it. but I doubt it qualifies for a handicap sticker

illiteracy is certainly a handicap in this day and age, however, isn't a handicap sticker a parking accommodation, and doesn't a person need a drivers license to operate a car (even just to 'park') and...how would the person be able to get a drivers license if they can't read? (at least the exam...)

You can learn to read.
You can't get a license to drive if you can't read the signs, btw.
There are temporary placards that one can get if you're due for surgery, or something, but in general, you can only get a special plate or sticker unless you have a permanent disability.

No...why would not being able to read affect your ability to walk into a store?Handicapped parking permits are given to people who have difficulty walking or have a heart condition.In order to qualify for a permit,your doctor has to sign papers stating your "physical" disability.
