I want to know if you can call up a power company and ask them if they can tell you what the average annual, or even last 3 months, usage was, so that I can know whether my heating costs are gonna be outrageous!!!!

Yes, its advisible to do that, they generally tell you the avg monthly cost over the past year when you ask to start service. Its ok to do it before signing a lease as well.

Just keep in mind not everyone is the same, when I moved into my place, the energy company quoted me a monthly charge 75% higher than my average monthly bill. Energy saver light bulbs are real money savers

In my experience I had better luck asking tennants of the apartment complex where I moved. The utility companies wanted exact info (like the apartment number) before they would tell me anything. They wouldn't even give a ball-park figure.

It never hurts to try, though!

I dont think so-- the accoutn information would be 'privelidged' only to the account holder.

You should just ask the owner what utilities usually run.

Also, it varies a lot from one person to the other. My grandma cranks her heat and is always asking if i'm cold when its 85 degrees in her house.

I was able to do it when I moved. It just depends on the company. I just had to tell them the address and they told me the average bill.

you will live well on that, your money will go farther here than NY or CA, 850 1,2 br, car 400, gas 23, electric 85, car insureance 100, no state income tax but federal good luck

You can always try. Some may be okay with that, some may not tell you. No reason not to just try it.
