Well, comic book time is incredibly elastic, as referenced by Franklin Richards still being about age five for the last twenty years, and having been born in the 1968 Fantastic Four Annual. So there is no reason cartoon time should be straight forward.
modify) I'd just like to publicly add that I think that it's positively SHAMEFUL how Jessica & Ashlee have traded on the family name to get attention & publicity. (smirk)

Look at it this way, if each episode only spans a few days total over their life, then only a couple years have passed at the very most.
Then again, it is also a television show, and changing the characters in a drastic way like that doesn't work too well.

Marvel comics have been on the go for forty odd years, yet spiderman has never once drawn his pension, cos only ten years have passed in comic time. The same sort of thing would happen in Simpson world...

Remember how weird it was when the Rugrats kids grew up?? And how about the dopey Brady Bunch gang. They all turned into teenage dorks. Simpson's are perfect just the way they are. Don't mess it up.

It's the same reason why Spider-Man hardly ages in comic books- if they were to age in real time, the stories would lose their touch. Keeping their ages the same makes them timeless.
I like the "Mr. Burns time-warp" idea though...

Judging by your question you might consider watching cartoons a little more suitable for your "mental age". Maybe try Dora the Explorer or something. Might be a little more your speed.
