That's right, RO's aren't worth the paper. The police will not patrol your house. However, each time she violates the RO, contact the police and keep your own separate record. If there is a paper trail, when you contact an attorney you will have the proper documents he will need.
If you can change your email and phone, do so. I'd hate to think you'll have to move, but it may come to that. If she violates the RO at that point, take her to court with all your documents.
She is unstable, do nothing to her to retaliate, let others do it. you have her on harassment, stalking is next.

Hold the police, if not, their supervisors accountable for not helping you enforce the restraining order.
If that doesn't work, contact the Internal Investigators of your local police force, write your local politicians, anything. Make sure you get it all on the record. Communicate nothing to the girl, this would just encourage her. If necessary, get a lawyer to communicate on your behalf.

Keep calling the police every time she violates the RO. They will get the message. If not, request a hearing in front of the judge who issued the RO and request that he/she make the "girl" comply with the RO.

it makes it easier to prosecute after the assault
contact the police and use the e-mail to meet her in a public place - they can make the arrest then
since you can't connect an e-mail account and a person what do you expect them to do - the above will work set it up with them if they will not do it involve the judge or DA

Make sure that you document each time and date of occurance
Laws in each state will vary, but here in Florida, you can go down to the courthouse and file a "violation of Order of protection" if your have a good list of times and dates, generally they will be arrested

Just keep reporting it to the police. Hire a bodyguard to beat the crap out of them. Just kidding...don't do anything to get yourself in trouble...have people, witnesses around you for protection. keep bugging the police till some judge does something. SQUEAKY WHEEL.

Let her come to your house, then kick her a*s. If they're not doing anything about the restraining order mention that and say you felt your safety was in danger.

i would get some kind of solid proof that she is still harassing you and take it to the prosecutor office yourself
Let them know you have been thru all proper steps and nothing has happen and you need help
