Fertilze the lawn now with Turfbuilder. Do that again in the spring only use a pre-emergent herbicide. (Turfbuilder Plus Halts)
In the summer, mow your grass so that it is longer to discourage weeds. In the fall, put down more Turfbuilder.

Spray the grass wait a week and rototill then reseed and water. Or
Core aereate the yard and seed heavily In the spring use a fertilizer with a weed killer in it. Once the grass grows watch for weedy spots and spot treat these areas to kill the weeds.

If you want any flower or vegetable beds, apply a heavy layer of newspapers (10-12 sheets thick), wet thoroughly, then mulch several inches over them, enough to hold the papers down. This will kill the weeds in those areas and give the earthworms (good things) a place to colonize. Then just plant through the mulch in the spring. http://www.lesslawn.com/articles/article1032.html
Rototilling will bring up more weed seeds. I think fall is supposed to be a good time to reseed. I'd deal with it now, and let it start growing in the rainy season coming up.

If you want to garden and not have grass in the spring, you can do exactly what I am doing right now. (There is a large area out in the country behind my house that isn't pleasant to look at...weeds and more). I have used a weed killer .....when weeds look good and dead, then I am first tilling, then adding a good fertilizer for flowers and vegetables.....within a week I will use Preen, a pre-emergence that won't hurt vegetables, seeds or plants......I would get started now and try to eliminate as many weeds as possible...then when spring comes (I am in zone 9 so don't have to wait) till again maybe even adding bone meal and blood meal.(if you want bulbs and flowers)....you will have good, clean, rich soil ready to go for whatever you wish to grow.

I would start this fall with a spray that kills all vegetation. Round-up or something similar. I would also do this in the spring (after the weed seeds have started to grow) before I started any tilling or other prep. Good luck on your nice lush lawn.

you can spray it with round up now and then in a week or two rototill it. if you don't have a burn ban you can burn it off, but be very careful to keep a close eye on it and a water hose close...
