With the freshman class we make them sit alphabetically for the first week. After that they may sit where they want with the understanding that if they are behaving inappropriately then we will go back to alphabetical.
I also walk around and talk to my students and if I see them working on my subject I offer help. The kids who do not even know me look forward to asking for help when they need it.
At the local elementary where my kids go they have a point system. They sit by class and the tables get points for good behavior, cleanliness, appropriate voices, etc. The winning table on Fridays gets 10 minutes extra at recess that day. If there is a tie then all winning tables get to stay out.

It really helps to keep the children occupied with quiet activities. Giving the children crayons and coloring book pages has an amazing effect. Also simple math and word puzzles - things that are fun and not too hard.

The school that my children go to have a stop light at each table. If it is on red, they should be eating, yellow, the can visit quietly with their neighbors, and green means that they can talk to others. The children seem to do well with it.
