It's not ilegal, ilegal is what you do with it, if you download photos from friends or staff like that it is perfectly legal.

well it depends on the person your downloading from its nothing to do with the client, it also depends on your speed since if you only have eg a 2mb connection the max u will get is about 300kbps.
